Zonko's Joke Shop in Hogsmeade. You can only get there if you're a third year or have a Fake Permission Slip which you can buy from Weasley's Wizard Wheezes in Diagon Alley for 6 galleons.

The camo cloak also costs 22 galleons so I recommend you start saving up if you want it it would take you about 37-38 days just collecting scholarship. You can also start a thread, if you feel the need, to have people donate money to help you buy it.
