The index is updated whenever the moderators have time to go through registrations (if there are any). A registration usually shouldn't take longer than 2 weeks to be checked.

To add what Pei has said, also it is updated at the end of each semester.
If a new character is added, it'll be every time someone new is indexed.
At the end of each semester, it is checked to see if there's any indexed character deactivated or hasn't been online for six months (or something like this, I kinda forget the exact info
), they'll be removed from the Index.
