Hi! I haven't been on in a.. while, and am a bit confused about the (for me) new changes. Can I still trade 'Components' for a new ability since it no longer exists??

No. Deadline was July 1st.

Edit: I made a mistake, forgot Component was removed. Refer to Lear’s note two posts below.

2. Are you allowed to plan ahead for an iNPC? As in get rps lined up etc.?

If an ability no longer exists, it is like having no ability in that slot.
You are able to plan ahead, but I am not sure what you mean by "get RPs lined up." You would need to have the NPC before you can use them.
