There are mp4 to gif file changing sites that you can find on google.

If you used canva, you can redownload it and select the download type and pick .gif

That would be acceptable. As stated by Ruckus, you are limited to how you can write/roleplay them, but you should be fine with how you're wanting to use them.

Answered this in owls but I'll say it here too, you can't "make" faceclaims, they're just the person whose pics you use for your character (in your case your FC seems to be Walker Scobell)

A face claim is where someone stakes a claim to a specific face or rather a specific actor or actress. We do not participate in face claims in this community because we are too large and too active. We just ask you to pick a face and have it make sense to your character with the understanding that of the hundreds of active members and thousands of accounts, that it is likely someone else has similar taste as you in faces.
