You can definitely write a thread in the RoR of baking! It could probably provide a kitchen for you to use, just keep in mind there would be no electric appliances and the RoR can't produce food on its own. So if you want to source ingredients, I'd suggest saying that maybe your character requested them from a parent who sent them via owlpost (or if you have a fake permission slip, you could say your character sourced ingredients in Hogsmeade)

Could I instead say Ollie's older brother (seventh year) went to Hogsmeade for him? as I don't see Ollie breaking the rule. I could do the owl thing to, just wondering out of curiosity

Gas, coal or wood would all be fine! None of them require electricity to function. For mixing, the RoR would provide mixing bowls, wooden spoons, spurtles, hand mixers and the like. Just nothing electric!
