Hi, quick question,
Can a first year have a iNPC or do you have to be a second year to create one?

First years can have an iNPC! The new requirements mean that you have to have been on your present account for 6 months and be indexed before you create one though. Would recommend checking out here for more information

If you add no tag at all to your threads, it is generally assumed that they are open, otherwise you can add an [open] tag to the thread title.

That would make someone quarter-veela, but yes, that would be enough to make them the part-veela special race.
And yes, that's available to everyone.
