Hello, quick question: I’ll probably be absent for late June, most of July, and start of August. Does this mean I’ll miss the summer games? Can I still sign my inpc up for a sport?

The broom sports will be held in July. I'm not sure about Duelling, but usually, the sports happen at the same time. However, the exact date has not been decided yet, and the Spring Games are still taking place. It is possible that the broom sports could take place in late July or at the beginning of August.

I am referring to iNPC. I’m just not sure if I could still sign up even if I might not be able to compete for summer.

It's difficult to answer your question with certainty, because the dates for summer camp are not yet decided. You can always sign up, but once the games start you know you will have deadlines to write your replies, and if not, your team will likely be at a disadvantage with you missing your posts.
I think the best thing to do is signing up now, since its now open the registrations, and close to the date if you see you'll not be available tell your team so they can make the arrangements before the game start.
