You must apply through Index if you want to make her 17 this summer. If she's 16, the process won't be necessary. As mentioned above, all fifth years who never got held back would be 16 this summer i/o 17. We cannot make exceptions just like that.

@archer elderberry I wish I could be of help, but I attended a state school for the deaf until I was 7th grade, then attended a public school where I am now
