Free ones include FireAlpaca, MediBang and Krita. More expensive ones are Photoshop and Sai Paint Tool. I've personally used FireAlpaca and MediBang, and I prefer FireAlpaca.

I have used Krita and Gimp, and currently use Fire Alpaca. I really like Fire Alpaca but my sister older sister prefers Krita, so it depends on preference of which of them you may like.
