Quick question, I would like to have my character and another character know each other before Hogwarts and already be friends- they would have met a few years or months before going to school. Is this something I have to apply for or is it okay for us to say they already knew each other?

Step 1 would be to find that someone who's Willow's friend! Step 1 1/2 would be to contact someone on the Index team to see if your idea actually needs to be reindexed. For example, this person is a kid you met in school last year who let slip something about magic... maybe that doesn't need official reindexing. But if you and the other kid are life long friends and parents know each other, blah blah, that would more likely need reindexing. It's always safer to reindex than not!
Step 2 would be to apply for Index Re-Application.

So... haha. Um, I made my character completely different from how I realized I want her to be. I am not going to enjoy her storyline, and she is kind of bland. I already have an idea for a new personality, but I've already started some RPs and can't make a new account... what can I do??

You can throw some twists in there. You do not have to create a new account just to find that you might enjoy them more when in return you might not. Experiment, if she were shy and timid, have her go interact with people and maybe try to prank them. Yeah, what Clark says is true! In order to find a good character, you gotta do experiments with the one you currently have. If you gotta make Genevieve seem like a different person, that's ok. It could be like she has a split personality or was hiding her true self from people

Another thing you can do is make her personality a little different around different people as well. But if you really don’t like her, after 6 months you are able to describe and can then create a new character

The Index team do not look at personality when approving someone onto the Official Index. Appearance and personality are not counted, although we do ask, appearance wise that you do not change it too drastically if you have already rped.
The personality aspect of your character will change and grow as they come across different challenges and they mature, which you can use to make her story more exciting for you. It will also change as you grow as a writer.
