Per some of our rules:
- There are no orphanages in the modern UK.

- Every child has a caretaker/caregiver/parent/guardian. We do not allow homeless children in this setting.
Therefore, as long as you have at least one parent living, or another guardian to take over, you should be good to go. Students have to have a guardian, as well as a home.
ok thx. would it be ok then if one parent dies while the child is at Hogwarts?

How could a muggleborn be a dhampir?

If one parent is a vampire then the child will be a dhampir. So as long as your story makes sense, like how the child in a muggle world gets it needs (Like I think dhampir's need blood). And why a vampire would date a muggle, things like that. Or one parent could be dhampir, so the kid would be 1/4th vampire, and have a parent to give them the ropes.

I am not staff though, so you might want to wait for an official answer.

A dhampir is the child of a vampire and a wizard, be this wizard or witch a pureblood, half blood, or Muggle born.

The only parent's blood status that's prevented is Muggle.

This is all not entirely correct, a dhampir can also be turned. That is how a muggleborn would be able to be a dhampir.
