It's been a growing plot for a while, tbh. SCAR is doing a lot of harm and hurting innocent people so it's been growing for a while. Look at the past newspapers. And it's always been in the canon lore (werewolves feared until Lupin started to make a difference, goblins seen as 'inferior' by wizards, giants seen as aggressive etc).
