i know that i worked on it for three days, spread a couple of hours. working on different parts of the google layout and trying to make it look as accurate to the original as bbcode would possibly allow. and im not done with it still - i dont like the 'threads' part. 11 galleons seems fair and i dont think anyone would be able to duplicate it themselves.

Shops aren't really an official thing. People can price their items/services at whatever they want, to be honest. In the same way that a customer can decide whether or not to buy it at that price. There isn't really a fixed price type of thing. If there was, free shops wouldn't necessarily be allowed since that would undermine the fixed pricing system.
