If you're in an area with loads of magical kids, it may be impossible for the ministry to tell which kid cast a spell though.

Do I have to change my stats now when I'm a second-year? If yes, how do I know how many points can I add to my old stats?

Yes, you can change your stats each year! Edit: you can apply for one ability each year, but any time of the year. If you forgot to add an ability for a certain year, than you can write the ability app any time for that too.

Pei already answered this question but I wanted to also add you should also remember you can't cast spells that are not listed in your trunk. However, if you want to say that your parent or sibling cast a spell at home (that isn't in your trunk) and they are 17+ that's fine. But you and anyone who is under 17 can't cast a spell at home or outside of Hogwarts as the trace will alert the Ministry.

You can change your stats anytime during the year. You cannot minus your old stats or alter them, you can only ADD to them. Like if you had +5 wis , +5 sta, +5 arc and you get +5 new stats for graduating and you wanted your new stats to be +1 wis and +10 sta, +9 arc, you can't do that. You can only add to your current stats, not take away from them. You can apply for an ability any time during the time. If you are a first year and then you're a third year later and didn't do abilities for any of those 3 years, you can apply for 3 different abilities in your third year. The only thing to remember is if there is a prerequisite such as 'cannot take unless you are 3rd year+' you cannot save up abilities and try and get 3 abilities at once that have the prerequisite of being 3rd year+. Also, if you have a special talent or are a race/species, you only get to choose 3 abilities during your time at Hogwarts (7 years). This is bc you are auto given special abilities for all the other years.
