The beautiful thing about boggarts is that they are open for interpretation. There is a lot to work with here. They can be very literal in appearance, or they can be metaphorical on the outside yet very much real to the person experiencing the boggart. Phobophobia is a very interesting fear to have, and a very interesting boggart.
I guess to start, you could ask what fear is to someone. How does someone know they are afraid? Maybe the boggart is a thunderous, irregular heartbeat- a telltale sign of fear. Seven's example is an excellent one- a person screaming- perhaps seeing fear in another forcefully reminds the viewer what they are most afraid of.
Perhaps the boggart has no visible physical form- but the person experiencing it knows it is there because it plays with the senses. Maybe, instead of thinking what the physical aspect of the boggart looks like, you can lean into the sense aspect.
Or, you can come up with a physical representation of fear- something that embodies the emotion- a snarling dog that bites at it's own shadow, figures that are never really there, a void of impending oblivion that threatens to swallow the onlooker should they succumb to it's misery. Edginess aside, there is a ton to play around with, with that specific phobia.

Does being online count as active as well?
