Théo's parents are both french but worked in London for a while. Since all his family on his mom's side went to Beauxbaton, it would make sense that he would too.

Uh, I meant you need to write it in the application, not to me. Also, one thing I forgot to mention: consider Theo and sister's FIOM each, including where each happened.

Okay, so Mark has lived in Seoul, South Korea, Tokyo, Japan, and Osaka, Japan, but his back story only includes his life when he's living in Preston England. Should I add that he also lived in Asia cause he has family living there? I might've already mentioned it in some rp's

There's no rush to add, but there's no limit on how detailed his history can be.

Since he has lived in those places, it might make sense to give some of his impressions of Asia and make note why he lived there as well.

It can't hurt to make a mention in reindexing. In this case, I'm not certain that there is a need to do so, as it's a minor detail.

I'm certain someone from Index will correct me if I'm wrong!

Re-indexing is a means for you to get ensurance that you are fine to write what you want to write. If you believe that your story may become a problem, I suggest to re-index, so the problem can be discovered before it is in the world and causing both you and staff work to fix.
Based on that, I like to let people choose to re-index or not. If they choose not to and the topic becomes a bigger issue, it may leave them with a lot of threads to fix.

Oh OK, but if I want to include Mark living in countries in Asia in my back story, do I need to reapply for the index?
