There was an opportunity to get an Ilvermorny dNPC about a month ago--more info here. However, it closed a while ago and you can no longer get a dNPC. However, you are free to attend the masquerade ball as yourself. Sorry if this isn't a great explanation--if anyone has a better answer, please go ahead

^ Just to add onto that answer, there will be other opportunities later to create a dNPC yourself so please don't feel like you've missed out or anything.
As Thora said, you can still join the ball + interact with people now. And later, when there's another event, you can make one if you wish to.
