[I think it's best to stick to one or the other - rather than interchange between the two. A lot of people track their roleplay threads in their encyclopedia and it can get confusing with topics like this - for example, would you track it or not? It can just get a bit confusing.

So I think keeping it OOC is better. You describe your character's personality and decide on their relationships OOC and then go start a roleplay thread somewhere else to develop it.
