We pretty much get to choose. We can decide to catch people, we can decide to roll a dice to determine whether we catch or not, or if we are busy or don't want to, we don't have to catch people.
This should not however lead to people excessively breaking rules, eventually there will be consequences, if it crosses the line of making the staff look like fools and forced reactions are not fun for any of us.
But dungbombs sound like a prank that could be tried out! You can also ask a prefect if they have time to give you detention if you want
