The first question is just confirming what I know:
First or second years cannot go to Hogsmeade when they are at Hogwarts, even if they have parental permission. They can only go on holidays. This is correct?

I know there probably isn’t a criteria for this, but when should a player make a new thread for a question and when should they post here?

Well, one rule of thumb is that you cannot RP in areas that you OOC can't access.
If you have OOC access to Hogsmeade, then sure, you can go there during the holidays without risking detention. During the holidays you are under your guardians' care, not Hogwarts'.
You are right, there isn't a real rule for this, but if you post like 4+ threads for one question each in a short time, you will likely be asked to move here in order to avoid spam.

Another two questions:
Would it be correct to say that in solo threads the player should only post one post unless it is in a different time?
If I am a first year and owns a broom OOC, can I mention that I have it IC? Are brooms allowed for first years IC?

2. We allow y1's to have brooms. If you by one, you have one.
