Re option 1, I’ve seen some talk about spell/potion funds for iNPCs, similar to the ones Hogwarts houses have for brooms. 1: To the problem of iNPC's having separate spells and expenses, why not create a spell fund. It would be a separate area where your money could be invested that could only be used on spells and potions. Money couldn't be taken out of it but it could be put in. The iNPC could get money separately from errands and other things to use in other ways but their only daily money would only be spent on scholarly persuits. I'm not sure how this could be implemented and even if it could be implemented but it could help people who just don't have the time to do all the homework for both character and still want to develop their iNPC's trunk.
2: With the problem of getting enough HP, how about you set up a permanent thread or area in which people can post about their characters volunteering and earn a house point. The WC would likely have to be higher but it would enable people who finished the now (much) easier homework before that month to have a way to earn HP. This could be viewed as something similar to an errand and could be cached in at the errands forum, but would last the entire year and give people the ability to always be capable of earning HP.
3: This is something I've been thinking about but haven't seen in this thread very much and don't really have a proposed solution to. The House Cup. It's a major advantage to PC's. It offers them the chance to earn large quantities of galleons or valuable items. Is there any way to make this more fair? Some kind of major competition for iNPC's would also help people get more into them. The House Cup also gives students a reason to do homework and without some similar thing for iNPC's many will likely leave their characters undeveloped which undermines the purpose of this whole switch. nevermind about this. I think the main pressing issue that should be changed asap is finding a way to let all members of a house be able to earn the 6 min house points each month if they cannot complete homework for the points (as they have already done all the homework for their year). Winning a house cup is hard enough on its own but it makes it feel really unfair if your house wins and you don't get the reward bc you didn't get enough house points that month bc you could not get house points for the entire year since you already did all the homework and yes errands award house points too but usually only 1-2 and they don't come that often at least not in the past anyway. Even if they did come a few times it could be the month your house DOESN'T win the house cup and then it's moot. Every month there should be some way for members of each house to win the min amount of house points in case their house wins. Or like I said, have it be 1 house point always available for members to obtain each month and min is 1 house point to get rewards for your house winning!

Year 1 & 2:
8 classes, 5 classes per year. Total of 40 classes. 5 points is earned for an O, this would be an opportunity to earn 200 HP/year. At 6 HP per month needed to get rewards if your house was a part of the house cup, this is 1 little over 1 class each month. For the sake of math, this would be 2. So, with 12 months a year, this would mean that 24 classes would be needed to be divided evenly through the year and 16 that can be flexed to whenever. For most classes, the gate has been removed except for Y1L1 so users can actually pick and choose which classes they complete in which order without external moderation within their given year.
Remaining Years:
12 classes, 5 classes per year. Total of 60 classes. The math is similar with the exception that there is 36 flex classes in a year.
On top of that there are sport wins, representing another point (which may be expanded upon) and there is errands. I cannot promise that there will also be 6 HP/month worth of errands in a given month, errands are something that staff do electively in addition to their already active and heavy staff duties. It has a lot to do with their time, their interest and their morale.
There is something about ambition, how it not only propels you but also defines you.
