I don’t think so, but i think if you use a fan art, especially if it’s an already existing hp character, it kind of making me see you as that character instead of your character, you know? Yeah- I have too 
but I keep looking at messages saying- no canon characters
My aunt tried to sign up for HiO, but got overwhelmed when looking for characters and refused to even look for a drawing of her character as the rules say no anime pfps
Edit: By the way, most people who get registred arent like me and Juni XD We are already past 100 on our first few days

Actually, I think that anime pfp's are acceptable. I've seen quite a lot of them, but I might be wrong tho

Ok, this is from the Validation letter thingy. I think my aunt misunderstood the message.
[font=Century Gothic]Finally, add a picture of your character: do not forget that your character is only eleven-years old, they should look the part.
Please do not use selfies (this is for your personal safety). We will ask you to remove selfies and replace them with another avatar.
Do not use images of your real-life (RL) friends or another player's RL picture. This is not only dangerous but can get you in a lot of trouble.
Do not use a picture of a canon character from the Harry Potter series (such as Draco), we want unique characters in our setting. We will ask you to change your avatar if you use an actor for the Potter movie franchise or their likeness.
Remember that your image must be a face claim and human. Pictures of cats, nice scenery or a book will not be accepted.
While some players are fans of animes and other fandoms, remember that your character should again have normal human features. While you can have pink hair for instance, your hair cannot be naturally pink but rather dyed pink. You will need to explain this unusual facet of your character in the physical description portion of your bio. For example: "Linda has violet eyes, she has been wearing colored contacts for years."
Your physical description that you write should reflect the appearance of the avatar you have chosen. So if you chose a burly bearded old man with red hair and then described your character as a small, petite, blonde girl, we will not accept this.
We are inclusive to the LGBTQ+ community, but you will need to explain to us if your character's appearance does not match their gender (reflection of gender identity rather than presentation). We ask this because we have had people decide to not be particularly respectful and need to be certain you are not trolling us. If you have questions or special needs please just add them to the bottom of your character creation in validation.[/font]

You can use images of anime characters as long as they have human features, that was put in I think because lots of anime characters have unnatural eye colours, animal ears, tails, ect

As Lucia Fox said above. You can for instance use Shizuka from Doraemon because she looks like your everyday tween girl, but you can't use Sakuro from Naruto because of her pink hair. Well you can if you make your character "born with black/brown/reddish/blonde hair but dyed it pink."
