Has a few meanings (black list) but basically think of it as banned but to a smaller extent. Might be blacklisted from a club (can't join) for example. Usually blacklists don't require a reason (much like our DNC) and it is more based on comfort, willingness to continue to engage and boundary maintenance. Think of it like using me as a bouncer that says "the lady asked you to leave." Doesn't matter why, just go away from them and enjoy another part of the bar (as they are not booted/banned from the bar, just the seat next to the lady).

I would not place much thought into those, who wants to interface with someone that does not want to talk to you anyways?
