I have no clue but my guess is sometime next year

They open again sometime in June I believe. Or when the second trial for the HT takes place. Whichever one comes first. There will always be an announcement somewhere in the bulletin.

It can still be approved, usually applications take around 2 weeks to get reviewed since so many people apply at once, but if it's been more than two weeks you can owl one of the moderators to check your app

Yes, as long as your initial post for the application takes place before the 30 day deadline, you will be good. The time it takes to approve/reject etc... does not matter. The only thing that matters is that you post the initial application post before the deadline.
