I am pretty sure they are broken-broken (I have exploded a few player's radios in the past). I would have to defer the actual breakage to a Lore representative like Marcia or Edric.

When role-playing a character putting their name in the goblet, should you write what they put on the card, or can others just kind of infer?

We usually put the contents of the cards in the post.

What exactly are we supposed to put in the "Special Person" section of the card?

I would try to create a friendship before you place your name. While you won't be chosen (as they are already chosen) it is a step towards character development for you. The goblet is open for a few weeks. We have these activities ongoing for the purpose of getting people talking.
