I know Juni answered, but, as for me- for the last three months of Cody's creation... I added things to his backstory that changed- changed him... You can do whatever you want to your character's, add family members or change where their country of origin or anything but these changes and other major changes to your character's backstory then you need to post in the reapplication index to get the changes approved

Ok, summarizing: Since you are not registered, there is no need for you to worry about reregistering. Right now you are fairly free to overthink your story, except for the parts you have already played out. When you register- which you should before playing out a specific story- staff will let you know what can stay and what has to be changed
The general rule for change is, that it needs to be logical, possible to do in the hio setting and fit with what you have already played out.
Reregistering is only for when you are already registered and want to make major changes.
