OOC could be an idea for a related system that might make the site better or something you want to do as staff. Perhaps you did something relevant on another site or at school or at work etc. Something that you explains why you're good for this role.
IC could be like an idea for an errand or event. Perhaps you have an unique idea that hasn't been done before but you want to share. Maybe you did something already and have past examples - here or on another rpg site - or future ideas etc.
Whatever you think is relevant to the role. We don't need to know that you want to paint your room purple but if you're applying for, say, HOH and you had an idea for the house or on an admin level that you think could be beneficial then add that.

No, but after 6 months you can ask for your account to be deactivated in order to create a new one. The post you reacted to is from very early times of hio, I wouldn't look at them in here to avoid confusion. That is a very very old snippet. Rules on Deleting and deactivating accounts can be found here. Basically after 6 months you can simply make a new account and start over if you have not found your rhythm with your present character.
Please note when someone asks about deactivating and they realize it is months away and then their 'sister' or 'brother' or 'friend' joins the site sharing their IP and possibly devices, we do look at the account very closely. If you are planning on making a new account please wait out the 6 months and make a fair and conceited attempt on your present character. If someone is caught knowingly and willfully multi-accounting we would be forced to ban them and that is not something we enjoy doing.
There is something about ambition, how it not only propels you but also defines you.
