I thought it was both! Like it's IC but the wishlist has IC things you want to get and also 'from the shops' stuff you want to get. You're not required to OOC buy stuff from shops and give to others. But you can if you want, at least that was what I got from it!

It's not designed for people to see it and send you something 'ooc/ic' off the list but if you wanted to do so you could. That's what I mean.
