I really don't think it's your school's IP. If you tried other RP or game websites they would likely be blocked too. I may be wrong but my phone never let me access HIO at school even with my data on. Also haha I feel that Eliza. Now I just have to put in h and it's like "oh.. this site again.."

I suggest you bring this issue up to Lear or the HoHs. They can help you with the issue.
