(but also depending on the case, it could be a 19-20 or an 18-20. I know dnd has this condition sometimes I just don't remember what is in play when any number other than a 20 is a critical success)

Vlad got it, but note that the main (and I believe only) instance in which the critical success range in h.io is reduced is through abilities. A critical success often comes with extra effects, like added damage or advantage. The same goes for critical failure, just opposite. Critical failure is a natural 0 and can cause added downsides
