I think it always appears at some time early in the morning, I asked this question before somewhere and was told it's always at a certain time...
You need to get a new notification to revote, as the "recouting" occurs on a specific timezone which may not be yours! - Zach (coder of HiO)
He said it pops up at around 8AM UTC every day. If you are in EST like me, that time is 4AM EST.
