It can be something you have written in the past, but I'd say maybe not something you have submitted on another contest anywhere. If you have posted it on-site recently but not for a contest, that is fine.

Also, I have a "bookstore" In OOC character shops, I just finished writing a book about the History of the Hogwarts Express (nonfiction) It's about 400-ish words. Can I submit that or do I write something new?

That should be fine, as long as it hasn't been used in any previous contests.
