IIRC, being a 2nd year doesn't technically unable someone to apply for rare talents, but it still has to be within the 30 days.
So let's say someone's character is registered, sorted, and indexed just a week before the graduation. And then after the character becomes a 2nd year, it's only their 3rd week (21 days) on the site. On their 25th day, they apply to be a parseltongue or part-giant.

Way better than expected! It was really fun and most of it involved ice-breaking and socialising, instead of listening to boring lectures and stuff like that.
