I believe not. The Buss Pass gives you access to Grimauld Place and The Knight Bus if I'm not mistaken.

Can added broom stats go over the limit of the year? Like rn my iNPC has 10 in acc and his broom gives + 2 to acc. Is this allowed? Cuz I think the limit for first and second years for stats, is 10.

Yes, brooms can break stat caps

You mean like a banner at your shop costs 3 sickles and then you want to raise them to 7 sickles? If yes, then you can do that
