The effort it took for them to be a top earner and to put together this ball being undermined by someone who decided to run something at the same time. This is hurtful (at kindest) and cruel (at worst).

There is no rule against you running your own activity within reason - it needs to make sense. You need to have the in character means. The setting needs to be able to facilitate what you are trying to do. So you are welcome to run one. People will be mad and their anger is understandable for the reasons detailed above. If I was in their shoes I would be mad as well. Users may be hesitant to participate in this activity because of their consideration for the work and feelings of the users working on the official ball. If I was a user, I would be hesitant, even if time allowed, to participate in this activity because of the implications it has (intended or not).
