I don't think there is a cut off.

You can enter the ball early or late, but I don't think there is a specific date that you have to post by.

At the ball there are always special events or games to participate in. Those games happen to have a cutoff/deadline date that you need to sign up for them by. But it won't happen instantly. There will be a certain period of time that they will tell you all in a mod post where you have to sign up for that game by a certain OOC date or else you can't participate in the game. Other than this, the actual ball has no cut-off/deadline date. Also to participate in these games, I believe you will need to be registered in Index too. So please keep this in mind!

Where are the sign-ups?

They will be listed in one of the mod posts of the ball.

One of the mod posts will link to the signups or state that you must state at the end of your post that you will be participating in the event. And you must do so by a certain deadline/cut-off that they will also state. For more information on how this is done, you can refer to past balls and check it out!
