No it does not open up the kitchen.

I don't think any item allows you to open up kitchens earlier than 4th year. I think it was 4th year.

No, you don't. You can click the kitchens but you can't post in it, so you don't have access to it!
If you go there and you can click on the pencil icon that says 'new' and create a thread, that means you have access to the kitchens. If you can just click the kitchens and view it you don't have access.

Strange... started like a normal day... tomorrow is dentist so I'm a little stressed... then there was this weird situation where there were cops outside, like 15 of them, the whole street was full of them. We unfortunately live atm across the street from an apartment complex, the worst type of place to be. Since you never know what kind of people might move in and out of them all the time.
The following could be a little scary!
Hopefully this type of thing doesn't happen again in the future. Sighs. We will probably move to a better area sometime in the future to avoid this.

Soooo yeah, that was my lovely experience of the day.But yeah there was some kind of criminal there who was being chased by police and he had a gun. Soooo it was scary for a bit because we were afraid that maybe there would be gunshots. We stayed away from the walls and went down into the basement for awhile just in case shots got fired and went through our walls. Thankfully, I think the police got the person before anything bad happened and we didn't hear any shots so that's a good thing. But yeah, that was insane.
Note - this does NOT usually happen where we are. There's always the potential for it to happen due to living across from an apartment complex in a not-so-great area (it's not a bad place to live in but it's also not a good place to live in either). But it's never really happened before until now.

I regret.. I should have bought a bus pass... I am gonna lose 5 galleons if I sell it.. who want it for 21 galleons?
