I don't think so, they joined in July or August and went to summer camp which means they wouldn't be attending Hogwarts or got their stats/abilities approved until September 1st.

Their first year would start September 1st of that year. If they'd joined before July 1st then yes, they'd have their stats/abilities. But if they joined after July 1st they wouldn't have either since their first year would officially start on September 1st.

If you are already a first year and you're debating about whether to move up a year or stay behind a year, yes you can register to get your stats and abilities whenever you please. But if you just created a first year and you created them after July 1st, you would NOT have stats or abilities because your first year would officially start IC on September 1st. So you would not have stats or abilities before that point in time. So if you went to summer camp, you would not be able to apply for stats or abilities. I believe staff and Lear? have said this before.

To know for sure though I'd suggest asking Lear or one of the Head of Houses. But I'm like 99% sure that what I said is right because I think we had the question arise before during summer camp for people who'd joined in August when summer camp started. And they couldn't participate in summer camp games/events because they required stats/abilities which they would not and could not get until September 1st. I hope that helps! It does get confusing if you think about it.
