Im pretty sure you can if the user deactivates or if they state they don't want to run the club anymore and are looking for someone to take over haha

I'm thinking Durmstrang maybe. Do you know where I can find dates? I found a couple of NPC pages but I don't know anywhere else.

I just tried to check and couldn’t find the dates either. But I’m pretty sure I saw somewhere that applications open at the end of the school year and closed at the beginning.

Yes I found it!!! Its at the iNPC rules forum in the Q&A part

When will I be able to make an iNPC or update my iNPC?
This only happens a couple times a year -- this being usually the summer time (July) to update their stats. An announcement will always be made. Again at the start of the school year (September) to pick their sport (Broom Racing, Quidditch and Dueling) and prepare for the October Ball. Finally, in the spring (April) there will be another opportunity in time for the Blossom Ball. These are not strict dates but they are rough approximations of when and what to expect.

Well on the bright side, at least you don’t have to wait that long to make your new iNPC after you create your new account.
