Yep! You learn all first year spells when you graduate to second year. Yes, if you want to wait for an entire year, you can just update your trunk to having all of the previous year's spells and potions. Homework is optional although it does give house points.

Yes- some just do the homework to obtain the spells so they can have the advantage on others on the duelling team-

I need to do actual homework... Which is weird, but because I have somehow managed to do 13 of 16 assignments in less than 24 hours, and I'm on track to finish them all in less than 24 hours. Jeez.

Yes.
