You only need to re-apply to index if something changes that is drastic and applies to your character or family members regarding the world etc... such as if you change a member of your family's profession. You'd need to get permission from the staff to do so, as you can't just change it from what it was to what you want it to be. You need to ask and see if you CAN change it to what you want to change it to.
Sometimes you can't because HiO doesn't allow you to. But if it's a change like, my father didn't like when I did this or that, or my father had a cat but now I'm making it be a dog - you don't have to ask and can just change it. Like if it's a personality thing, no need to ask permission. Only if it's a history related thing and others are involved, do you need permission. From what I understand. If it's a change that directly has connection to anyone in the wizarding world you need permission. Also I know you can't be related to really famous people in the wizarding world OR the muggle world.
Also if you want to change ethnicity you need permission to do so bc that's a big change. But if you just want to change your profile picture to something that's very similar to what your character looked like before, that would be fine. But if it's a drastic change, probably need permission and a reasonable explanation as to why the change happened. So depending on what exactly you want to change, we'd need to know what it is you want to change to give you a better answer!

I think you should be good with just adding that they moved to Scotland and then Kent. Since it doesn't have anything to do with changing ethnicity, professions, interacting with the wizarding world/muggle world etc... At least in my mind, I think that should be fine, since it's just moving.
