Not that this matters overmuch for this, but having the same person being two captains is generally a conflict of interest, is it not?

It isn't ideal, yes, but the team's would've been quite large and I didn't want make them so large for the captains' sake. I have talked to that person and I believe them to be trustworthy enough to not cheat, as well as responsible enough to manage both teams, however I will be watchful when the game progresses as to their actions, and if there is any signs of OOC cheating, then I will take action.
