It opens fourth year, but it can open up earlier with the cloak. The camo cloak can be found in Zonko's Joke Shop in Hogsmeade.

Because I think the cloak says wont work on anyone beneath 5th year.
So I assume you auto get the ability to go there in 6th year.

No, that's the one that gets you into Knockturn Alley. The Camo Cloak gets you into the Forbidden Forest. Otherwise I believe you get access to the forest in year four.
