lucia's family isn't very well off either so the way I get round it is that 1) lucia's mother thinks it would be bad for her to wear the same dress twice at a ball so puts money aside to save for dresses for her, 2) her younger sister, who's in second year, doesn't go to the balls so lucia also gets the money which would have been spent on a dress for her, 3) all her dresses are bought second- or third- hand and then modified by lucia's mother or lucia herself in the case of her current dress, and 4) after each ball, lucia's mother sells her dress since she won't need it any more anyway
and she borrows jewelry from her mother a lot
