They forbid her to return to her muggle life outside of Hogwarts and instead try to get her into pureblood society. They are not Opeila's parents, only her guardians who adopted her. And Opeila doesn't dislike him, she just doesn't know him at all.

Her mum is dead and her dad is hiding from a wizard he believes wants to kill him. Before hiding, he brought Opeila to a portkey that transported her to friends of her dead grandmother
