And the newspaper has always done that, Juni

Even the headliner has articles that imply the same. Partially because there's been IC incidents - i.e. npc part-giants attacking students one day or the SCAR incidents where they killed koldov students or other wizards etc and partially because canonly, there's discrimination against half-breeds / their non-human side.
