Okay I found it - from a US source:

How much water should you drink? You should drink at least 64 ounces (2 liters) of water every day. You will hear many different opinions about the optimal water intake, but most experts agree on the so-called 8x8 rule (eight 8oz glasses).

I'm pretty sure your doctor meant 64 ounces and 8 glasses that are 8oz in size.

That seems to be the recommended but I know some sources suggest more. But yeah, that's probably what they meant.
