Even though this post is from like 2 days ago thought I'd give my input as I've done a lot of research on this.

When making an iNPC that can speak sign language you need to be very careful as there are many different variations of sign language.

My iNPC is from France and therefore knows FSL and can only communicate with people who also know FSL like Lucia's iNPC. He would be able to understand things said by others but only barely.

When creating the iNPC you would need to make sure to state which sign language you would be giving them the ability to speak and why they know it. If they were American it would be fine to know ASL however if they were from literally any other country they would have been taught their home country's national sign lanague.

It's just something to be careful about as sign language isn't a world wide language like English (what I mean is most people know a few words in it) as every country has its own variation. Although they are similar they are different
