lizzie, the issue with that is twofold.
one --> it requires new coding to be done
two --> it simply makes little sense ic for why a student could have 2 pets

Avery, I do agree with your first issue, new coding would have to be done. The second one though, I'm not so sure about.
It would be mostly up to your character about the reasoning behind having two pets, which would be a good roleplay opportunity and good character development. A few reasons off the top of my head though include: parents sending them money for a second pet, having a pet from home and a pet that was purchased before the school year, more pets mean more companionship, some pets like having a companion, pets have been proven to reduce stress and anxiety, and it's double the fun!
More to the point, I've found that a lot of people here would like to have two pets, especially with the recent updates. I don't mean to be rude or anything though, I do agree with your first point.

To my best knowledge, we currently don't offer dogs because of their tendency to chase after house elves. Since Hogwarts employed many house elves, it would be highly troublesome if they are kept being chased by not only one but multiple dogs.
