I wouldn't be dealing with that. I would have honestly just put them on the Foe list and their messages wouldn't show (but owls would, I just don't talk to some)

If someone is harassing any user via owls, we don't allow it but we do need a papertrail with reports. To be clear, this will likely lead to her expulsion if there is 30 angry private messages attacking someone. But lets not make this a public thing, I am going to sleep but I have a perfectly viable owl box myself.
